Enforcement Directorate:

The main purpose of enforcement activities are eliminating the leakage of government revenues, obstructing smuggling, controlling trade follow on borders, preventing the illegal movement of goods & enforcement of customs law & regulations.

This system is commenced to facilitate the legal trade which is the main purpose of customs. The Mobile Verification Teams (MVT) are assigned to follow the proper implementation of policies and procedures, the teams are functioning 24 hours, and their main task is protecting the leakage of government revenues, obstructing smuggling and control over the goods follow on borders.

In accordance with the article 11, paragraph 5 of customs law the mobile verification teams are assigned for checking the traders’ consignments inside the customs territory of country on highways.

The MVT members by presenting their ID cards checking the customs documents and goods and provides written report to the related customs houses according their terms of references.

In provincial level the Enforcement department has seven operating departments in Kabul, Nanagarhar, Paktia, Kandahar, Nimroz, Hirat and Balkh Customs houses and each team contained form 13 experienced staffs with five Pick-Ups equipped with communication systems, as soon as possible the mobile verification departments will activate in Farah, Badghis, Helmand and Badakshan provinces.

Recently the Drug Training Team of British Embassy donated a Pick Up to enforcement department which is equipped with X-Ray system and other necessary equipments which helps department to search for narcotics within vehicles and consignments.



Brief Accomplishments & Achievements:

For the purpose of a modern Customs organization, compatible with international standards, the following Key Objectives are planned for the next Five Years period:


  • In the past year the central mobile verification team in Kabul international airport during the passenger checking deducted and confiscated (40Kg) gold, which later on paid the unpaid duty of 1700000 AFs.
  • During the 24 hours working operations of mobile verification teams a lot of truck and goods have been checked on the high ways of the cities under their coverage, after verification some of the good are seized and the miss declarations cases verified and send to customs houses to charge the difference of unpaid duty.
  • 109 Miss Declaration and miss valuation cases have been abstracted by MVT teams and reported to concern customs house to be aware of their staff’s customs violation, this program is going to be in continue.
  • For controlling and evaluating of MVT activities and accelerating the better implementation of (Annex –A&B forms) in MVT provincial departments a delegation assigned to Nangahar, Khost, Hirat, Kandahar and Nimroz customs houses, the reports regarding their activities submitted to the director general of customs on time.
  • In coordination of enforcement staff along with Kabul airport customs staff the heroin which was cautiously transposed in 21 carpets, was sending from Kabul to Dubai during the exploration has been confiscated and sent to border police for further investigations.
