Customs Law training for the Customs Directors
held on July15 and July 16th, at Khyber hall, 1.5 day
Appeals Advisor and her team conducted training delivered to 30 Afghan Customs Department Directors on customs law, procedures, and regulations. This is part of training series on customs legislation, policies and procedures conducted by the Appeals department. The training took place at the Ministry of Finance from July 15 to July 16th with the objective to help ACD Directors improve their knowledge on the implementation of customs law, and improve their skills in dealing with complex issues related to customs operations.
For 1 ½ days, ACD Directors from country-wide customs offices took part for the first time introductory course on legal framework that Customs operates in. The training included the component on the World Customs Organizations (WCO) principles and mechanisms, and how ACD law emerged from the WCO legal instruments. As Customs law is set out in Afghan Constitution, the Directors received information on all operational procedures of the customs legislation and how those procedures fit in their duty as a Customs Officers.
Due to time constraints, the training only concentrated on the four key areas of Customs law: The Transit Issue, The certificate of origin, administrative violations and six methods of valuation as well as amendments to the current customs law. After the training, all Directors demanded more training to help them understand customs legal principles.
ACD Deputy Minister Sabit and Director General Kammawie also participated in the last hours of the training. DM and DG later distributed certificates to Directors who successfully participated and completed the training program. It was also recommended that all new customs recruits should undergo similar training before they commence their work as customs employees. The Training for ACD Directors marks the 821 officers in total trained in the customs law since October 2006.
