Procedure for Travelers Control Luggage

Definition of incoming travelers’ accompanied luggage:
1. In terms of quantity, numbers and packing shouldn’t be commercial.
2. The whole value of accompanied luggage shouldn’t be over $500.
3. The clothing and belongings that incoming passengers carry on their bodies are exceptional.

Article 45 (Customs control of travelers luggage) :

  1. When entering and leaving Afghanistan, travelers are obliged to declare goods in their possessions to customs and show them upon request.

  2. Customs authority may inspect the goods for the purpose of verifying the declaration referred to in paragraph 1with the goods.

  3. Goods carried by diplomatic couriers, and certified in writing by their relevant agencies shall not be subject to.

Purposes and Scope:

  1. Every incoming traveler can utilize the exemption of personal accompanied goods many times a year which the price isn’t more than AF.5000.

  2. More than Af.5000 to Af.15000 charged 50% duty, (according to customs tariff).

  3. From Af.15000 to Af.25000 charged 75% duty, (according to customs tariff).

  4. The value of shipment more than AF.25000 regarded as a commercial and the customs duty will be paid according to customs tariff in line with ACCD.

Procedure:

  1. According to customs tariff, every in coming traveler can carry the luggage which the value is less than $500.

  2. The accompanied luggage and personal belongings are completely exempted from payment of duty, if they are used and have no commercial purposes.

  3. Luggage and personal belongings should be with the travelers or mostly reach customs after one month.

  4. Importation of First needed materials and parts, consumed in industries, by travelers are unrealizable.

  5. Accompanied luggage such as: alcoholic beverages, narcotics, cold and warm weapons, explosives, publications and pornographies are banned.

  6. Every kind of prohibited luggage, according to customs code, is illegal.

  7. Entry and release of accompanied animals and birds are legal, if there is authorization from Ministry of Public Health.

  8. Entry of deferent accompanied plants including flowers, saplings and etc. are authorized, if there is authorization from Ministry of Agriculture.

  9. Where the travelers conceal the accompanied luggage from the customs officials, it is regarded an illegal action and the travelers will be dealt with legally.

  10. Where necessary and in all cases, identification of status of commercial and noncommercial goods, is the responsibility of customs
